CAN Europe and RGI contribute to the Ten-Year Network Development Plan (TYNDP)

The Ten-Year Network Development Plan (TYNDP) building process has started and the two PAC consortium partners, CAN Europe and RGI, contributed to it by attending technical workshops led by ACER and the kick-off workshop on the TYNDP 2024 organised by ENTSO-E & ENTSOG.

In July 2022, the EU Agency for the Cooperation of Energy Regulators (ACER) initiated a process to adopt new framework guidelines on network development planning, as per the revised TEN-E Regulation. The framework guidelines will be an integral part of the upcoming TYNDP processes and aim to establish criteria for a transparent, non-discriminatory and robust development of scenarios, in line, among others, with the EU’s 2030 energy and climate targets and the long-term climate neutrality objective.

 

In this context, ACER organised five technical workshops built around four thematic blocks: 

  • Introductory workshop on main issues in scenario development
  • Ensuring an inclusive stakeholder process
  • Transparency of scenarios
  • Scenario(s) and their alignment with NECPs, Fit for 55, REpowerEU
  • How to consider efficiency, demand-side, hydrogen and other technologies in scenarios

At the same time, ENTSO-E & ENTSOG kicked-off the TYNDP 2024 cycle and launched the first online workshop on possible storylines and parameters to be considered in the new scenarios.

CAN Europe and RGI participated actively in both streams of the TYNDP process. Building on the PAC Scenario, the consortium partners contributed to the procedures and shared their input alongside key considerations with ACER, ENTSOs and relevant stakeholders.

ACER's framework guidelines on scenarios will be adopted by January 24, 2023, preceded by a public consultation from October 6, 2022 until November 14, 2022.
